Open Question: Where to stay in Perth?

Which place is the best one to stay (top three maybe?) in Perth, Australia? (I mean like neighborhood) We are looking for the best place for 17 year olds. We want a beautiful place that has great beaches, is safe, has a good night life, and has many people our age (friendly). Beaches and night life are really important since we are looking forward to a really fun trip. But so is everything else. I don't really know much about Perth, so please explain. Thank you very much.
